The Project aims to conduct a mid-term evaluation of the EWC’s Schools for Democracy programme in Ukraine (2021-2024).
The project has a special focus on assessing the programme’s relevance, effectiveness and results achieved so far in conditions of the ongoing war.
The European Wergeland Center (EWC) in cooperation with the Ministry of Education and Science of Ukraine is implementing the "Schools for Democracy: Supporting education reforms in Ukraine Programme". Running from 2021 to 2024, this programme aims to facilitate systemic democratic reforms in education and strengthen European cooperation by promoting democratic culture and democratic citizenship in policy and practice.
Project objectives
NIBR researchers will conduct a mid-term evaluation of the "Schools for Democracy: Supporting education reforms in Ukraine Programme" with focus on assessing the programme’s relevance, effectiveness and results achieved so far. This evaluation will encompass several key areas, including:
- document analysis of plans and reports
- interviews with EWC staff, local organizers, and beneficiaries in Ukraine
- analysis of the context into which the Schools for Democracy Programme is being implemented.

Theoretical framework
To guide our evaluation, we plan to utilize the Theory of Change framework. This framework will structure our interview guides, analysis, and final report, focusing on four key stages:
- input (the «intervention», the initial activities);
- output (the immediate results, «deliveries»);
- outcome (what the deliveries lead to, make project participants and target groups do as a result of the activities);
- impact (on society).
Special focus
We will place particular emphasis on examining changes in the overall context, as well as shifts in the reform agenda and donor priorities since Russia's full-scale invasion of Ukraine.
