Area Review of Housing Solutions and Health and Care Services for the Elderly

How can the state and municipality more effectively facilitate elderly people to age in place?

The area review shall facilitate systematic work on rationalization and improving housing solutions and health and care services for more elderly people to age in place. The purpose is to ensure efficient use of resources, and to limit the growth in expenditure on housing solutions and health and care services for the elderly, while maintaining a public service provision. 

The project is organized in three phases. In phase 1, The Norwegian Agency for Public and Financial Management (DFØ) summarized the current knowledge. Phase 2 assesses the current situation, today's main challenges and current public policy instruments. Phase 3 analyses possible measures and presents recommendations on how the state and municipality can more effectively facilitate elderly people to age in place.

The questions and concerns in the project are answered by applying existing literature and public documents, available statistics, and qualitative interviews with selected municipalities. The results are presented in a final report.
