In this project, we investigate how the Norwegian qualification programme can contribute to stable work attachment for the participants and function as an effective tool for work inclusion.
The Qualification Programme (KVP) is a scheme launched in 2007 aimed at assisting individuals with complex life challenges to gain stable and long-term employment.
The goal of the study is to gain a comprehensive understanding of how the KVP operates, its challenges, and to provide insight into where efforts should be directed to make the KVP more effective as a tool for job inclusion. The researchers will use both qualitative and quantitative research methods and will analyse data at multiple levels, including individual level, organisational level, and municipal/structural level.
The following key issues will be explored:
- How the KVP is implemented at local NAV offices.
- The variation in the use of the KVP among Norwegian municipalities and what factors can explain this variation.
- Who participates in the KVP, what their progress looks like during and after the programme, and to what extent participants achieve stable links to the labour market.
- How the KVP can be developed to become a more effective tool for job inclusion.
By gathering and analysing this information, the researchers hope to provide practical recommendations for improving the KVP and contribute valuable knowledge for NAV offices and the labour and welfare administration.
